SCHEDULE II. STOP INTERSECTIONS.
   (A)   General. The Board of Aldermen may determine and designate where particular hazards exist on streets not designated as through streets, and may determine whether vehicles shall stop at one or more entrances to the stop intersection, and shall erect a stop sign at every place where a stop sign is required. These places are specified in division (F) below.

   (B)   Vehicles to stop at stop signs. When stop signs are erected as herein authorized at or near the entrance to any intersection, every driver of a vehicle shall stop before entering the crosswalk on the near side of the intersection or, in the event there is no crosswalk, shall stop at a clearly marked stop line. If there is no stop line, the driver shall stop at a point nearest the intersecting roadway where the driver has a view of approaching traffic on the intersection roadway before entering the intersection, except when directed to proceed by a police officer or traffic-control signal.

   (C)   Signs as prerequisite to enforcement. No provision of this schedule for which signs are required shall be enforced against an alleged violator if, at the time and place of the alleged violation, an official sign is not in proper position and sufficiently legible to an ordinarily observant person. Whenever any particular division in this schedule does not state that signs are required, the schedule shall be effective without signs being placed to give notice thereof.

   (D)   Stop required when traffic obstructed. No driver shall enter an intersection or a marked crosswalk unless there is sufficient space on the other side of the intersection or crosswalk to accommodate the vehicle he or she is operating without obstructing the passage of other vehicles or pedestrians, notwithstanding any traffic-control signal indication to proceed.

   (E)   Obedience to signs. Any person failing or refusing to comply with the directions indicated on any sign, marker or device for the control or direction of traffic erected or placed in accordance with the provisions of this schedule when so placed or erected shall subject the offender to a civil penalty as described in division (G) below. This division (E) shall not be construed to apply when the driver of a vehicle is otherwise directed by a police officer or when an exception is granted to the driver of an authorized emergency vehicle.

   (F)   Stop intersection schedule. The Board of Aldermen has determined that vehicles shall stop at all entrances to the following intersections:
      (1)   All three entrances to the intersection of Esquire Drive and Annie Road;
      (2)   All three entrances to the intersection of Esquire Drive and Airleigh Place;
      (3)   All three entrances to the intersection of Northcross Drive and Annie Road;
      (4)   All three entrances to the intersection of Northcross Drive and Airleigh Place;
      (5)   The entrance of Esquire Drive to Landover Drive; and
      (6)   The entrance of Esquire Drive to Amberwine Circle.

   (G)   Penalty.
      (1)   A violation of the provisions of this schedule shall subject the offender to a civil penalty of $25.
      (2)   If any offender fails to pay the civil penalty set forth in division (G)(1) above within 20 days after being cited for a violation and notified of the penalty, the offender shall be subject to an additional civil penalty of $15.
      (3)   If any offender fails to pay the civil penalty set forth in division (G)(1) above within 20 days after being notified of the penalty, the town may seek to collect it any penalty set forth in division (G)(2) above in a civil action in the nature of debt.
      (4)   The town may seek to enforce the provisions of this schedule through any appropriate equitable action.
      (5)   Each day that a violation continues after the offender has been notified of a violation shall constitute a separate offense.
