(A) (1)
Permit applications will be accepted only from the landowner, a lessee or person holding an option to purchase or contract to purchase the land or an authorized agent of the landowner. An easement holder may also apply for development approval for such development as is authorized by the easement.
(B) The town may require an applicant to submit evidence of his or her authority to submit the application in accordance with division (A) above whenever there appears to be a reasonable basis for questioning this authority.
