(a) Purpose and intent. In order to assure the proper use and connection to the public sanitary sewerage system in the unincorporated areas of the county, this article is enacted to regulate the use of sanitary sewerage systems, the installation and connection of building sewers and the discharge of waters and wastes into the public sewer system and providing penalties for the violation thereof.
(b) Authority. This article is adopted under the authorities and powers granted by the General Assembly of the state.
(c) Jurisdiction. The provisions of this article shall apply to all sewer facilities owned, operated and maintained, in whole or in part, in the county.
