(a) The county administrator shall be responsible for the administration and enforcement of the provisions of this article. He may request assistance from the various departments and other officials of the county as may be necessary for the orderly implementation of this article.
(b) In addition to any other remedy provided by law, the council may seek and obtain compliance with this article and regulations adopted pursuant hereto through injunctive relief in the court of common pleas for the county.
