Sec. 14-61. Air pollution control board created; appointment of members.
   There is hereby created a Richland County Air Pollution Control Board, consisting of five (5) members, each of whom shall be residents of Richland County, and who shall be appointed in the following manner:
   (a)   Three (3) members shall be appointed by the governing body of Richland County for four-year terms, provided, however, that of the first three (3) appointments made after the effective date of this article [Ordinance Number 1803-88, effective November 1, 1988], one (1) shall be appointed for a three-year term, one (1) shall be appointed for a two-year term, and one (1) shall be appointed for a one-year term. After these initial appointments, each appointment made shall be for a four-year term.
   (b)   Two (2) members shall be appointed by the Board of the East Midlands Health District for four-year terms, provided, however, that of the first two (2) appointments made after the effective date of this article, one (1) shall be appointed for a three-year term, and one (1) shall be appointed for a two-year term. After these initial appointments, each appointment made shall be for a four-year term.
