Sec. 14-50. Administration and implementation of programs.
   The county council shall have the sole authority to promulgate, amend, or rescind rules and regulations for the administration and implementation of county programs to provide medical care or medicines as prescribed by the physicians of the Columbia Free Clinic to indigent persons. Such information shall be made available to participating hospitals and to the physicians of the Columbia Free Clinic at least thirty (30) days before implementation.
