Sec. 6-43. Permits required; exception.
   (a)   No person shall construct, enlarge, alter, repair, move, improve, remove, convert, or demolish any building or structure, or installation of electrical, gas or plumbing equipment or other apparatus regulated by this chapter without first obtaining from the building official a separate permit for each such building, structure, or installation. One (1) copy of the required permit shall be forwarded to the county assessor within ten (10) days after issuance. A building, structure, or installation may contain one or more units.
   (b)   Nothing contained herein shall require any public utility company to obtain a permit for work performed in its respective field on property under the ownership and control of the utility, to include deeded easements. This provision does not apply to buildings on such properties.
   (c)   Application for a permit required by this division shall be made on the form provided by the building official. The applicant shall furnish information as may be required to complete the application.
   (d)   Any entity having a location in Richland County that will employ or house more than one hundred (100) persons in a facility on a regular basis and lies within the “Emergency Planning Zone” (EPZ) of the V.C. Summer Nuclear Plant (which is located in Fairfield County), must submit an evacuation plan with the Richland County Emergency Services Department. Such evacuation plan must be approved prior to the issuance of any building permit.
