The county treasurer shall be elected at each alternate general election reckoning from the election in the year 1978. Before entering upon the duties of his office he must take and subscribe to the oath of office prescribed by the state constitution. The governor may require from such officer such bond as he may deem necessary, not less, however, than thirty thousand dollars ($30,000.00).
