505.03 ANNUAL REGISTRATION OF DOGS; TAGS REQUIRED.
   (a)   No person who owns, keeps or harbors a dog more than three-months old shall permit it to be or remain in the Village unless such dog is registered with the County Auditor, stating age, color, sex, character of hair, whether short or long, breed, and name and address of the owner. Such person shall cause every dog kept or harbored within the Village, except dogs confined to registered kennels, to wear a valid tag on a collar attached to the dog issued in connection with a certificate evidencing registration with the County Auditor. The absence of such a tag shall be prima-facie evidence of lack of registration and shall subject any dog found not wearing such tag to impounding. No person shall own, keep or harbor a dog wearing a fictitious, altered or invalid registration tag, or a tag not issued by the County Auditor with the registration of such dog.
 
   (b)   Whoever violates this section is guilty of a minor misdemeanor for a first offense and a misdemeanor of the fourth degree for each subsequent offense.
