311.011 SNOW OBSTRUCTION OF PUBLIC STREETS.
   (a)   No person shall plow, shovel or otherwise remove snow from any private property by motor vehicle or other apparatus such as a truck, backhoe, excavator or any other device designed to remove or plow snow or ice and deposit the removed snow or ice on any portion of a public right of way, street, highway or thoroughfare which is paved and used, or designed for use by motor vehicles so as to obstruct or decrease the drivable width of any public street, highway or thoroughfare.
   (b)   No person shall deposit snow or ice in designated handicapped parking spaces located on any private or public property.
   (c)   No person shall knowingly plow, shovel or otherwise deposit snow or ice removed from any private property, by any means, on any public street, highway or thoroughfare without proper authority.
   (d)   Except as otherwise provided in this subsection, whoever violates any provision of subsections (a) through (c) of this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates any provision of subsections (a) through (c) of this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicated motor vehicle or traffic offenses, whoever violates any provision of subsections (a) through (c) of this section is guilty of a misdemeanor of the third degree.
