(a) Positions Created; Compensation. There is hereby created the positions of Clerk of Courts and Court Administrator.

(b) Administrator's Qualifications, Supervision. The Administrator of the Mayor's Court shall be an employee of the Village and shall work under the direct supervision and control of the Mayor.
(c) Administrator's Duties. The Administrator of the Mayor's Court shall perform such administrative functions as the Mayor, as chief presiding officer of the Court, may direct and designate. If the Court Administrator is a police officer he shall be authorized to make service of process on any individual.
(d) Administrator's Appointment. The Court Administrator shall be appointed by the Mayor of the Village subject to confirmation by the Council of the Village, and the Court Administrator shall serve at the pleasure of the Mayor and may be dismissed or discharged by the Mayor with or without cause and with or without the advice and consent of Council.
