The Human Services Commission shall consist of five members, one chosen from within Council to serve a one year term and four Village residents chosen by the Mayor and approved by Council to serve staggered terms so that they will initially expire on December 31, 1998, one term to expire on December 31, 1999, one term to expire December 31, 2000 and one term to expire on December 31, 2001. Thereafter the terms will be for four years.
