145.08 TRAFFIC CONTROL BY OFF DUTY POLICE AND VEHICLE: RATES FOR VEHICLE USE.
   (a)   The Chief of the Division of Police is authorized to permit the presence of motor vehicles assigned to the Division to points and places within the Village on the condition that:
      (1)   An off duty police officer is in control of the vehicle; and
      (2)   The motor vehicle is not needed for usual and ordinary police purposes; and
      (3)   Appropriate financial arrangements are made with any governmental entity; and
      (4)   The presence of the vehicle is for traffic control purposes.
   (b)   The schedule of such rates and charges for the presence of the motor vehicles referred to in subsection (a) hereof, now on file in the office of the Director of Public Service is found to be compensatory to this Village and shall be paid by the nongovernmental entities for the presence of the motor vehicle.
