There is hereby established in and for the Village a board to be known as Richfield Cemetery Board, which Board shall serve as an advisor to the Mayor and Director of Public Service on the management, control and operation of all publicly-owned and/or publicly-operated cemeteries and burial grounds located within the Municipality as authorized by the laws of the State.
