(a) There is hereby created a special fund which shall be entitled the Water Improvement Fund.
(b) The purpose for the Fund is to accumulate moneys for future water projects.
(c) The source of money for such Fund shall be the Capital Improvement Fund.
(d) The use to be put to such Water Improvement Fund shall be the payment of costs and charges relating to the improvement and extension of the water system of the Village.
