1515.011 ADDITIONAL REGULATIONS.
   (a)   The daily sticking of tanks shall not be acceptable as a leak detection. Other leak detection systems shall be approved by the Fire Department.
   (b)   Samples taken from the soil or water from the site of a petroleum release or an Underground Storage Tank shall be taken according to EPA procedure SW846. The lab shall provide proof that the samples were received the same way they were taken at the site. A copy of this proof shall be forwarded to the Fire Department. If there are any discrepancies, the sample shall not be accepted.
   (c)   The storage of used steel or fiberglass storage tanks shall not be permitted above ground or below ground and shall be disposed of properly. A special permit from the Fire Department may be issued as an exception to this rule. The permit may be renewable every twelve months. If the rules set forth are not followed, or if the Fire Department detects a danger to the environment or to personal safety, the permit shall be revoked permanently with the possibility of fines assessed.
   (d)   Rules set forth:
      (1)   There are no detectable fumes.
      (2)   Tanks are in a fenced area to prevent injuries or vandalism.
      (3)   All tanks holes shall be plugged with the proper plugs.
   (e)   After underground storage tanks have been removed from the ground and acceptable soil test results are achieved, the owner shall have seven days to remove any contaminated soil from the site and fill in the hole unless an extension is granted by the Fire Chief for good cause shown. Excavation holes and contaminated soil shall be barricaded using some type of fence to prevent injuries or vandalism. Fence shall be comparable to snow fence or chain link.
