The Division of Police shall consist of a Chief of Police and such other officers, patrol officers and personnel as Council shall deem advisable. The Chief of Police shall be appointed or removed by the Director of Public Safety, subject to confirmation by the affirmative vote of two-thirds (2/3) of the members elected or appointed to Council, subject only to applicable Civil Service provisions of this Charter. Other officers, patrol officers and personnel shall be appointed or removed by the Director of Public Safety subject to confirmation by the affirmative vote of a majority of the members elected or appointed to Council, subject only to applicable Civil Service provisions of this Charter.
