Council may from time to time make such other and further rules and regulations relating to the collection, transportation and disposition of refuse as are not inconsistent with the intent of this chapter, and as Council deems necessary to the full exercise and control of the collection, transportation and disposition of refuse within the corporate limits of the Village.
