A sanitary and satisfactory method of preparation, collection, transportation and disposition of the garbage and rubbish of the inhabitants of the Village shall be provided. This chapter shall be construed liberally so that the maintenance of public and private property in a clean, orderly and sanitary condition will be accomplished in order to promote the peace, health, safety and general welfare of the inhabitants of the Village.
