In addition to the requirements of Section 6.1.4 of the Village Subdivision Regulations, in any major street or thoroughfare, new construction of communication cables and cables for power and street lighting from a common distribution system and the equipment and housing necessary in the operation of the distribution system shall be installed underground. Whenever more than fifty percent (50%) of communication cables or power and street lighting cables are repaired in any major street or thoroughfare, the owner or operator of the cables shall be required to install the cables underground.
