No person, firm or corporation shall discharge, or permit or cause to be discharged, sewage, the overflow, drainage or contents of a waste water treatment plant onto the surface of the ground, or into any street, road, alley, storm sewer, drainage ditch, watercourse or creek, except in the manner provided by the Ohio Environmental Protection Agency.
