No person, firm or corporation applying for a waste water treatment plant permit shall interfere with the agents or employees of the Village, who wish to enter upon the premises, wherein the waste water treatment plant and its appurtenances are located for the purposes of inspecting the condition and operation of the plant and performing whatever tests are necessary to ascertain that the plant is operating in accordance with the standards established by the Ohio Environmental Protection Agency, which standards, now or hereafter established, are hereby adopted and made a part hereof.
