926.17 USER CHARGES: WASTES OF NORMAL CONCENTRATION.
   (a)   A user charge shall be levied on all users of the wastewater treatment works to provide funds necessary to pay for the cost of operation, maintenance and placement of the treatment works to each user, or user class, in proportion to such users metered water loading of the treatment works. Factors such as strength and delivery flow rate characteristics shall not be considered and included as the basis for the user's contribution. The method to be used to establish the user charges for wastes within the limits of normal concentrations (as defined in Section 926.13 ) shall be defined in this section. The method to be used to establish the user charge - extra strength surcharge for wastes in excess of normal concentrations shall be defined in Section 926.18 .
 
   (b)   The volume of wastewater from each user shall be subject to a user charge as based on a system as described in Exhibit B.
 
   (c)   User charges levied pursuant to this section shall be billed pursuant to Section 926.21. The rates shall be established by the Village.

   (d)   There shall be established the following rate structure for use of the public sanitary sewers within the Village.
      (1)   Metered customers.
         Charges for metered customers shall be as follows:
            $2.06 per 1,000 gallons
      (2)   Nonmetered customers.*
         Charges for nonmetered customers shall be as follows:
            $18.50 per month
         * Based on an approved Table of Classified Users as specified in Exhibit B-1.
