(a) There is hereby imposed a twenty cent (20¢) per lineal foot charge against property owners abutting on the Village’s sewer system. The proceeds shall be set aside in a separate account for major repair and replacement of the Village’s sanitary sewer system. The charge shall be due and payable on July 1 and January 1 of each year except that the first payment shall not be due and payable until July 1, 1997. A minimum charge of 100 feet shall be imposed per lot. The administration and collection of the charge shall be developed through rules and regulations issued by the Service Director and Finance Director.
(b) The lineal foot charge established in subsection (a) hereof shall be a debt due the Village and shall be a lien upon the abutting property. If the debt is not paid within sixty days after it shall be due and payable, it shall be deemed delinquent and may be recovered by a civil action in the name of the Village against the property owner, the person or both.
