(a) Water District 1-A. Pursuant to the Ohio Revised Code, a water district is hereby established to be known as Water District 1-A, which is described as follows:
Situated in the original Township of Richfield, County of Summit and State of Ohio, bounded and described as follows:
Beginning at the northeasterly point of the presently constituted Richfield Village corporation line, south along the Municipal corporation line to the Ohio Turnpike; thence west along the Ohio Turnpike right-of-way boundary to the westerly Municipal corporation line; thence north along the westerly boundary of the Richfield Village Municipal corporation line to the northerly Municipal corporation line; thence easterly along the northerly Municipal corporation line to the place of beginning.
The above description describes all of the land within the Municipality north of the Ohio Turnpike within the confines of the Village of Richfield, Ohio, as constituted on the date of the passage of this subsection (October 1, 1968).

(b) Water District 1-B. Pursuant to the Ohio Revised Code a water district is hereby established to be known as the Richfield Village Water District 1-B, which is described as follows:
Situated in the original Township of Richfield, County of Summit and State of Ohio, and bounded and described as follows:
Beginning at the southeasterly point of the presently constituted Water District 1-A as described in subsection (a) hereof; south along the easterly Municipal corporation line to the center line of Boston Mills Road, which is the southerly boundary of old original Lot 8 of the original Township of Richfield; thence west along the southerly boundary line of old original Lot 8 of the original Township of Richfield to the westerly Municipal corporation line; thence north along the westerly Municipal corporation line to the southwesterly point of the presently constituted Water District 1-A as described in subsection (a) hereof.
