903.06 OBSTRUCTIONS; BARRICADES AND WARNING LIGHTS.
   (a)    In removing pavement or other material from streets, alleys, sidewalks or public grounds, for any purpose whatever, the material dug up must be deposited in such manner as to guard against inconvenience to the public by obstructing streets, alleys or sidewalks.
   (b)    No excavation or hole in any street, alley or sidewalk shall be left open and unguarded or without signal lights during the nighttime, and if required, shall be barricaded in a manner satisfactory to the Director of Public Service.
