No person other than a duly authorized officer or employee of the Village shall make an excavation in any street, alley, sidewalk or public ground, or begin to construct, reconstruct, repair, alter or grade any sidewalk, curb, curb cut, driveway or street on the public streets without first obtaining a permit in writing from the Director of Public Service and paying a fee of ten dollars ($10.00).
