(a) No person shall cause a blast to occur within the Village without first obtaining a permit from the Mayor. The permit application shall be in writing stating the exact nature of the intended operation. Before granting such permit, the Mayor or other proper administrative officer may require the applicant to furnish bond indemnifying the Village and all other persons against injury or damages which might result from the proposed blasting.
(b) Whoever violates this section is guilty of a misdemeanor of the second degree.
