1397.08 FEES.
   The fees described in this section are established in order to defray the costs to the City related to the health, safety, and economic impact of rental dwelling units, including but not limited to administrative costs for registering and processing rental dwelling units on an owner registration form and for the costs incurred by the City in monitoring the rental dwelling units in the City.
   (a)   The following application and registration fees shall be remitted to the City:
      (1)   Single-family rental dwelling unit - twenty-five dollars ($25.00).
      (2)   Two-family rental dwelling unit (aka "duplex") - twenty-five dollars ($25.00) for each dwelling unit.
      (3)   Multi-family rental dwelling unit - twenty-five dollars ($25.00) for each of the first five (5) dwelling units in one (1) building structure and zero dollars ($0.00) for each additional dwelling unit in that building structure.
   (b)   The fees shall be submitted to the Designated City Official at the time a rental dwelling unit is registered with the City. Any original or renewal rental registration submitted more than ten (10) days after the due date shall be assessed a late fee of an additional twenty-five dollars ($25.00) per unit. There shall be no annual registration fee.
   (c)   A re-inspection fee of twenty-five dollars ($25.00) per unit shall be assessed for any additional inspections needed on a per unit basis if violations are not corrected within the amount of time given by the Designated City Official.
   (d)   Fees assessed and collected in accordance with this section shall be maintained as a separate line item and will be dedicated solely to reimbursing the costs actually incurred by the City related to the enforcement of this chapter.
