Upon registration of a vacant building, the owner shall also file a vacant building plan, which must contain one (1) of the following:
(a) If the building is to be demolished, a demolition plan that complies with the Ohio Building Code; or
(b) If the building is to remain vacant, an explanation detailing how the building will remain secure, along with the procedure that will be used to maintain the property, and the reasons why the building will be left vacant.
