1701.04 SERVICE OF NOTICE.
   The notice of hearing required under Section 1701.03 shall be served by mailing a copy to the owner, as defined in Section 1701.01 by certified U.S. mail with return receipt requested, or by personally serving such owner with a copy of such notice. If the service of the notice of the hearing provided for in Section 1701.03 is not perfected by either of the hereinbefore described methods, then the Board of Nuisance Abatement shall cause such notice to be published in a newspaper of general circulation in the City and in a paper of general circulation in the county once each week for two (2) consecutive weeks prior to the date of such hearing. Service of the order of the Board provided for in Section 1701.03 shall be in the manner provided herein. If service of the order provided for in Section 1701.03 is not perfected by certified U.S. mail or personal service, as hereinbefore described then the Board shall cause such order to be published in a newspaper of general circulation in the City and in a paper of general circulation in the county once each week for two (2) consecutive weeks. However, such a published order shall not include a list of the repair or rehabilitation specifications mentioned in Section 1701.03. Service of the notice or the order pursuant to this section shall be considered complete upon the receipt of certified U.S. mail or upon personal service, or seven (7) days after the date of the last publication of such notice or order.
