957.16 CONSTRUCTION.
   (a)   General. All additions or connections to the system shall be constructed in accordance with the current material and construction specifications of the City of Reynoldsburg.
   (b)   Line and Grade. All sewers and connections shall be installed to a straight line. Any deviation in alignment shall dictate the installation of a manhole on sewers or cleanouts on connections in order to properly maintain the velocity of not less than two feet per second in the pipe and the minimum grade on eight-inch diameter sewers shall not be less than four-tenths percent (.4%). The minimum grade in any house connection shall be not less than one-quarter inch per foot of run. Grade and alignment shall be accurately maintained during installation.

   (c)   Trench. The trench for all sewers and connections shall be carefully excavated and shall be properly sheeted, if necessary, to prevent caving. The width of trench shall not exceed the outside diameter of the barrel of the pipe plus fifteen inches from the bottom of the trench to a point twelve inches over the barrel of the pipe.
   (d)   Foundation. All pipe installed either as sewer or house connection shall be installed with granular backing from a point three inches under the barrel to the springline of the pipe. Such granular material shall be three-quarters inch crushed aggregate.

   (e)   Pipe Strength. All sewer pipe installed either as sewer or house connection with less than twelve feet of earth cover may be standard strength pipe. All pipe with more than twelve feet of cover, either at the time of installation or ultimately, shall be extra strength. Cover in excess of twenty-five feet, either at the time of installation or ultimately will require special treatment to be designated for each case by the Engineer.
   (f)   Backfill. Trenches may be backfilled with material excavated from the trench provided that no rocks or boulders larger than six inches in the largest dimension may be placed in the zone three feet above the pipe and then only if the earth back fill above the pipe is thoroughly tamped in six-inch layers. No other special back fill procedures shall be required except where sewers or house connections are located in street or alley rights of way, or as specified by the owner.
   (g)   Streets and Alleys. Wherever sewers or house connections are located in streets or alleys, existing or proposed, the trenches shall be backfilled with an approved compacted granular material from the spring line of the pipe to the proposed or existing subgrade of the pavement.
   (h)   Connections to Sewer. The sewer service builder making a house connection to a sewer shall exercise extreme care to remove the stopper in the wye to ensure that no earth, gravel, debris, etc., enters the sewer. If a wye branch is not available, the contractor shall install an acceptable sewer saddle wye. This work shall be performed under the direct supervision of the Wastewater Superintendent or his designated representative.

   (i)   Old House Connections. If for any reason a dwelling not previously connected to the system is required to make a connection and the owner wishes to use an existing drain pipe, he shall demonstrate that the pipe is substantially equal to that required under these regulations and if so demonstrated, the existing drain may be used with the approval of the Superintendent. Substitutions shall be approved by the Superintendent.
