(a) General. All additions or connections to the system shall be constructed in accordance with material and construction specifications of the City of Reynoldsburg.
(b) Line and Grade. All water mains and connections shall be installed to a straight line. All water mains shall be constructed to a grade which shall follow in general the grade of the street in which the line is constructed. In general the water mains shall be parallel to and four and one-half feet below curb grade of the street. Grade shall be accurately maintained during installation by the use of grade stakes and by string line if necessary.
(c) Trench. Trench for all water mains and connections shall be carefully excavated and shall be properly sheeted if necessary to prevent caving. The width of trench shall not exceed the outside diameter of the barrel of the pipe plus twelve inches.
(d) Foundation. All pipe installed, whether as main or service pipe, shall have firm bedding under the pipe. Wherever rock or unsatisfactory conditions are found, the trench shall be over-excavated and proper bedding placed under the pipe.
(e) Backfill. Trenches may be backfilled with material excavated from the trench provided that no rocks or boulders larger than six inches in largest dimension are placed in the zone three feet above the pipe and then only if the earth backfill above the pipe is thoroughly tamped in six-inch layers loose measure. No other special backfill procedures will be required except where water mains or service pipes are located in streets or alley rights of way.
(f) Streets and Alleys. Wherever water mains or service pipes are located under pavements, existing or proposed, in streets or alleys, trenches shall be backfilled with approved granular material from a point six inches over the top of the pipe to a point six inches below the proposed or existing subgrade of pavement. Granular material generally shall be either No. 46D or "grits". Substitutions may be made subject to the approval of the Engineer.
(g) Connection to Mains. All connections to water mains for service pipes shall be made by the Superintendent or his agent or by a tapper who is authorized by the Public Service Director to perform such operations. All such taps shall be inspected by the Superintendent and approved by him before backfilling. Taps shall be made under normal line pressure and carefully checked to insure that no leakage occurs around the corporation stop.
(h) Testing. After mains are constructed, they shall be tested in accordance with the provisions of the current construction specifications of the City of Reynoldsburg.
