Residential, commercial and industrial users who have their own wells or other sources of supply of water shall be required to install and maintain an improved type of metering system satisfactory to the City. Charges for such water as will then enter the sewer system shall be on the basis of the rates stipulated in Section 945.02.

(a) Charges for sewer use shall be billed for one quarter of a year, however, the City reserves the right to bill on a pro-rata monthly basis when necessary. Charges are due and payable when rendered. If charges are paid after the twentieth day from the billing date, a penalty of ten percent (10%) shall be assessed. In the event any consumer's bill remains unpaid for a period of thirty-five days from billing date, a penalty of ten dollars ($10.00) shall be assessed; if the bill is unpaid for fifty days, a penalty of twenty dollars ($20.00) shall be assessed. Charges for water and sewer may be billed on the same statement
(b) When premises are not served by the waterworks system, sewerage charges shall be billed and collected quarterly at the same time as water bills are billed and collected. Any premises making connection with the sewage system and using the same after the beginning of the billing period, shall be charged a per diem pro rata amount, based upon the quarter year minimum charge, from the time such connection is made or such discharge into the sewage system is begun, until the commencement of the next following billing period applicable to the premises, except that if the measured service exceeds the minimum charge, the measured rate shall be charged.

(a) Turn-on, turn-off: In the event the account of any consumer remains unpaid for a period of thirty-five days from the billing date, the service of such consumer shall be discontinued by turning the tap valve off at the street curb box by an authorized representative of the Water/Waste Water Department. A notice of the impending action shall be mailed to the consumer five days prior to the thirty-five day cut-off period. The water shall not be turned on again until all sewer charges and penalties have been paid. If such charges and penalties are paid prior to 1:00 p. m., service shall be turned on the day of payment. If paid after 1:00 p. m., service shall be turned on the next working day.
(b) If a bill for those users who have their own wells or other sources of supply of water, remains unpaid for twenty days from the date of billing, a penalty of ten percent (10%) shall be assessed. In the event the bill remains unpaid for a period of thirty-five days from date of billing, the sewage outlet for the premises shall be blocked off at such premises as soon after the thirty-five day period as is practicable and shall not be unblocked or allowed to flow again until all sewage charges and penalties are paid. A charge of one hundred dollars ($100.00) shall be levied for this service. A notice of this impending action shall be mailed to the consumer five days prior to the thirty-five day cut-off period.

Each charge levied by or pursuant to this chapter is hereby made a lien upon the corresponding lot, parcel of land, building or premise served by a connection to the sewage system, and if the same is not paid it shall be certified to the County Auditor who shall place the same on the tax duplicate of the County with the interest and penalties allowed by law, to be collected as other taxes are collected.
