(a) No person shall keep, maintain, permit or allow any unlicensed and unregistered device to be in or upon any public place, or place of business under the control, supervision or direction of such person, except such device as in this chapter may be exempted from license and registration.
(b) Whoever violates this section is guilty of a misdemeanor of the fourth degree.
