781.07 ISSUANCE RESTRICTIONS.
   The Safety Director is authorized and empowered to establish, adopt and enforce, or cause to be enforced, such rules and regulations governing the issuance of the licenses and registrations required under this chapter as he may deem reasonable and necessary and not inconsistent with the provisions of this chapter.
   Applicants for licenses under this chapter as provided in Section 781.03 shall not have been convicted of gambling offenses, sex crimes or crimes involving moral turpitude within seven years preceding the date of the application, and if sentenced to any place of detention for such offense, has not been released within seven years preceding the date of the application. However, any person who has been convicted of any sex offense or gambling offense more than one time shall not be granted a license.
