711.12 BILLIARD ROOM SPECIFICATIONS AND REGULATIONS.
   All billiard rooms licensed in the City shall conform to the following specifications and regulations:
   (a)   There shall be no screen, blind, partition or other obstruction to clear vision through the establishment from front to rear.
   (b)   There shall be no warning signal, device, system or arrangement which is used, or could be used, to make occupants and employees of the billiard room aware of the approach or presence of inspectors or police officers.
   (c)   No game of cards or game with dice of any description shall be played in a licensed billiard room.
   (d)   A billiard room shall be on the ground floor of the building; however, a billiard room in operation on the date of the passage of this section (Ordinance 21-68, passed May 27, 1968) may continue in operation at its present location even though such present location is somewhere other than on the ground floor.
   (e)   A billiard room shall provide washrooms and toilet facilities and shall be kept in a clean, healthful and sanitary condition approved by the Board of Health.

711.13 HOURS OF OPERATION.
   All licensed billiard rooms may be open and in operation only during the hours between 9:00 a.m. and 2:00 a.m. weekdays, and between 1:00 p.m. Sunday and 2:00 a.m. Monday. However, on Monday through Friday nights, qualified participants in league competition prior to the closing hour of 2:00 a. m. may continue their scheduled competition games until completion of the league competition. All other customers and spectators will abide by the regular established closing hours.

711.99 PENALTY.
   Whoever violates any provision of this chapter is guilty of a misdemeanor of the third degree for a first offense. For a second or subsequent offense under the provisions of this chapter, such person is guilty of a misdemeanor of the first degree. In addition to any such fine or imprisonment, any violation of a provision of this chapter shall be sufficient grounds for the revocation of any license authorized hereunder.
