711.11 REVOCATION OF LICENSE; APPEAL.
   (a)   Any billiard room license granted or issued under the terms of this chapter may be revoked at any time by the Chief of Police on satisfactory proof:
      (1)   That gambling or any other violation of the laws or ordinances of this City or State is permitted on the premises of the billiard room;
      (2)   Of facts or circumstances for which an application for a license could have been denied or rejected under the provisions of this chapter.
   (b)   Whenever a license is revoked, the person to whom it was issued shall have the right to appeal to the Director of Public Safety who shall have the power, after full hearing, to affirm, modify or reverse such revocation. The appeal shall be perfected in the same manner as is provided for in the event of a rejection of an application for a license wider the provisions of Section 711.08.
