Every person desiring to open or maintain a billiard room must make application to the Chief of Police for a license. The application shall be filed at least thirty days prior to the issuance of such license and shall be accompanied by the payment of the following fee: ten dollars ($10.00) license fee per establishment that operates or maintains one or more billiard tables on the premises. All moneys received by way of license fees shall be paid into the General Fund of the City.
