No person shall open, conduct, maintain, operate or be employed in a billiard room within the City unless such person has first been licensed by the City for such purpose.
However, the provisions of this section shall not apply to private residences, schools and nonprofit organizations where charges are not made for playing billiards. The license shall not be transferable.
