373.10 RIDING ON SIDEWALKS.
   No person shall operate a bicycle, roller skates, roller blades, in-line skates or skateboard upon a sidewalk within a business district or upon a sidewalk where signs are erected prohibiting such operation.

373.11 MINIMUM AGE FOR OPERATION ON STREETS.
   No person under the age of eight years shall operate or use a bicycle on any of the streets of the City.

373.12 PARENTAL RESPONSIBILITY.
   No parent, guardian or person having the care and control of a minor child under the age of eight years shall knowingly permit the minor child to ride a bicycle upon the streets of the City.

373.13 IMPOUNDING.
   (a)   Whenever any bicycle is operated by any person, including a minor under the age of twenty-one years, in violation of any of the provisions of this chapter, the bicycle may be seized by any member of the Police Department and impounded for a period of time not to exceed thirty days and shall be released upon order of the Chief of Police.
   (b)   A bicycle so impounded shall be surrendered to the parent or guardian after a full explanation as to the reasons for impounding the bicycle and after such reasons have been corrected by the parent or guardian. A complete record of all impoundings of such equipment shall be kept in the Police Department.

373.14 BICYCLE LICENSE REQUIRED.
   No person shall operate or use a bicycle on any of the streets of the City without first obtaining from the Director of Public Safety a license for it as provided in this chapter.

373.15 ISSUANCE OF LICENSE: FEE: DECAL OR PLATE.
   (a)   The Director of Public Safety at the time of issuing a bicycle license or a motorized bicycle license shall complete a registration card showing the name, age and address of the applicant, the name and address of the applicant's parents, guardian or custodian, if the applicant is a minor, and the make, manufacturer, number, color and description of the bicycle or motorized bicycle.
   (b)   The license fee to be paid for each bicycle or motorized bicycle shall be fifty cents ($.50) payable in advance.
   (c)   The Director shall provide a decal or plate bearing a distinctive Identification number stamped on it.
   (d)   Before the owner of the bicycle or motorized bicycle shall operate it or permit it to be operated upon any street in the City he shall cause the decal or plate to be securely attached to the bicycle or motorized bicycle.
   (e)   All registration certificates issued under this section shall be effective from the date of issuance and shall expire on the date the bicycle or motorized bicycle is sold or transferred by the person under whose name it is registered. No person shall transfer or sell a bicycle or motorized bicycle without removing and destroying the registration, license or decal or plate.
