No driver of any vehicle shall turn the vehicle so as to proceed in the opposite direction upon any street within the City. Turns commonly known as U turns are prohibited; except U.S. postal vehicles on official business of curbside deliveries, provided they take precautions and yield rights-of-way to all other traffic.
