   521.11 DRIVEWAYS NOT TO OBSTRUCT WATER FLOW.
   (a)   There shall be no obstruction of the free flow of water at any driveway.
   (b)   Whoever fails to comply with this section shall be fined not less than five dollars ($5.00) nor more than fifty dollars ($50.00).
