511.06 EXEMPTIONS.

   (a)   The provisions of Sections 511.04 and 511.05 shall not apply to organized school-related programs, activities or events, or to parades, concerts or fairs authorized by the City and conducted in or on a public right-of-way or space.

   (b)   The provisions of Section 511.05 shall not apply to:

      (1)   Activities covered by Section 511.04(f), (g) or (k);

      (2)   Refuse collection vehicles; and

      (3)   Railway locomotives and cars.
