(a) No person within the City shall maintain, keep, breed or have in his possession any reptile that can fatally bite, maim or in any manner whatsoever injure or cause sickness or discomfort to a person or persons.
(b) No person within the City shall maintain, keep, breed or have in possession any rats.
(c) Whoever violates this section is guilty of a misdemeanor of the second degree for first a offense and a misdemeanor of the first degree for a second and all subsequent offenses.
