The Mayor and Council find and declare that within the City limits, there are vacant buildings or structures which are in an unsafe, dangerous or unsecure condition which need to be made safe and secure. Such buildings or structures pose a danger to the health, welfare and safety of the citizens of the City by increasing neighborhood blight, creating fire and other hazards to adjoining properties, attracting criminal activities, and creating attractive nuisance to children. For all of these reasons, it is essential to public health welfare and safety that the City maintain an accurate registration of all vacant buildings and structures.
