The Mayor and Council find and declare that improperly maintained and secured foreclosed properties can become a hazard to the health, welfare and safety of persons who may come on or near the property and can adversely affect the aesthetic and economic qualities of the areas within the City. Further, difficulties often arise in locating the person responsible for the condition of foreclosed real property. The Mayor and Council find that there is a substantial need directly related to the public health, welfare and safety to comprehensively address these concerns. It is, therefor, the purpose and intent of this Article to establish a registration program for properties that are in the process of foreclosure or where ownership has been transferred after foreclosure as a mechanism to protect areas within the City from becoming blighted through the lack of adequate maintenance and adequate security of abandoned properties.
