139.20 POLICIES AND PROCEDURES MANUAL.
   The Police Chief shall have the authority to establish a manual of various Departmental policies and procedures to ensure the safety, integrity and consistency in the handling and reporting of various situations, incidents, and occurrences provided the policies and procedures are in furtherance of and not in conflict with the ordinances and resolutions of the City, the Civil Service Rules and Regulations, or the laws of the State. A copy of the Policies and Procedures Manual shall be filed with the City Fiscal Officer.
