At its first meeting in each calendar year, the Board shall elect from its membership a Chairman and Vice-Chairman. The Board shall meet as needed but at least quarterly at the call of the Chairman in order to fulfill the Board’s duties and responsibilities. Each representative community shall host at least one (1) meeting of the Board during the course of the year. All meetings shall be announced by public posting, by newspaper, or at a City Council session. All meetings shall be open to the public and shall be held upon any public premises designated by the Board. It shall be bound in procedure by “Robert’s Rules of Order Revised,” except that the Board may depart therefrom by adopting its own rules, by-laws, or procedures.
