Section 4.08 Meetings.
   No later than the first regular January meeting of Council, the Council shall meet in the Council Chambers of the Municipal Center to organize, including the election of president and vice president of Council. Council shall hold not less than one regular meeting per month, at such place and at such times as shall be determined by ordinance. Special meetings may be called by the Mayor or by any three members of Council by written notice served personally upon each member or left at his or her residence at least twenty-four (24) hours in advance of the time of such special meeting. Except as provided herein for executive sessions, all meetings of the Council and its committees shall be open to the public. Council and its committees may meet in executive session in the manner and for the purposes provided by general law.
   Emergency Meetings: When necessary for the preservation of the public peace, health and welfare or safety, the Council may hold an emergency meeting with a majority of members constituting a quorum.
